BackgroundPreprint usage is growing rapidly in the life sciences; however, questions remain on the relative quality of preprints when compared to published articles. An objective dimension of quality that is readily measurable is completeness of reporting, as transparency can improve the reader’s ability to independently interpret data and reproduce findings.MethodsIn this observational study, we initially compared independent samples of articles published in bioRxiv and in PubMed-indexed journals in 2016 using a quality of reporting questionnaire. After that, we performed paired comparisons (...) between preprints from bioRxiv to their own peer-reviewed versions in journals.ResultsPeer-reviewed articles had, on average, higher quality of reporting than preprints, although the difference was small, with absolute differences of 5.0% [95% CI 1.4, 8.6] and 4.7% [95% CI 2.4, 7.0] of reported items in the independent samples and paired sample comparison, respectively. There were larger differences favoring peer-reviewed articles in subjective ratings of how clearly titles and abstracts presented the main findings and how easy it was to locate relevant reporting information. Changes in reporting from preprints to peer-reviewed versions did not correlate with the impact factor of the publication venue or with the time lag from bioRxiv to journal publication.ConclusionsOur results suggest that, on average, publication in a peer-reviewed journal is associated with improvement in quality of reporting. They also show that quality of reporting in preprints in the life sciences is within a similar range as that of peer-reviewed articles, albeit slightly lower on average, supporting the idea that preprints should be considered valid scientific contributions. The party registration of tenure‐track faculty at 11 California universities, ranging from small, private, religiously affiliated institutions to large, public, elite schools, shows that the “one‐party campus” conjecture does not extend to all institutions or all departments. At one end of the scale, U.C. Berkeley has an adjusted Democrat:Republican ratio of almost 9:1, while Pepperdine University has a ratio of nearly 1:1. Academic field also makes a tremendous difference, with the humanities averaging a 10:1 D:R ratio and business schools averaging (...) 1.3:1, and with departments ranging from sociology (44:1) to management (1.5:1). Across all departments and institutions, the D:R ratio is 5:1, while in the “soft” liberal‐arts fields, the ratio is higher than 8:1. Daniel Davis (bio)Approximately two weeks before what was to have been its final meeting, the White House dissolved the President’s Council on Bioethics by terminating the appointments of its 18 members. The letters of dismissal, dated 10 June 2009, informed the members that their service on the Council would end with the close of business the next day.The Council’s term (...) was set to expire on 30 September 2009. After President Obama’s election in November and during the transition, we were advised to proceed on the assumption that the Council would be permitted to cease on that date. Reasons for the abrupt move to disband the Council are unknown. We have accepted the fact that we Council members served at the pleasure of the President and that he simply exercised his rightful prerogative. No explanation is therefore required.Some observers have speculated that the action was retaliatory. They related to the fact that several members of the Council disagreed with the President’s stem cell policy in a signed statement published in the Hastings Center’s Bioethics Forum. Others have speculated that the move was pre-emptive. At its final meeting, scheduled for 25–26 June, the Council was set to sign-off on two of its final publications. One was a comprehensive report on the ethics of organ transplantation, and the other a white paper entitled Health Care and the Common Good. The aim was immediately to release the latter as a contribution to the intensifying debate about health care reform. Health Care and the Common Good could well have aided rather than impeded the President’s drive to better control health care costs and achieve universal coverage. The Council report attempted to ground both goals in the ethical framework of, as the title indicates, the common good of all Americans.In his letter terminating the members’ appointments, Assistant to the President for Presidential Personnel Don Gips said that the President “recognizes the values of having a commission of experts in bioethical issues to provide objective and non-ideological bioethics advice to his administration.” Gips went on to say that the President is “currently rethinking the purposes and goals of such a bioethics commission, and is carefully considering a revitalized mission and mandate.” And, [End Page 309] responding to media enquiries, White House press officer Reid Cherlin explained that the President’s Council was terminated because it was a “philosophically leaning advisory group” and, according to a New York Times account by Nicholas Wade, “because it favored discussion over developing a shared consensus.” As for the ultimate outcome of the President’s “rethinking,” Cherlin indicated that President Obama will appoint a new commission with the mandate of offering “practical policy options” in bioethics.In the light of our experiences with the Council, we leave it with hopes that certain questions of national importance will be addressed. In light of the nature of federal advisory commissions, what is or are the proper roles of a national bioethics commission? If the aim is to provide advice and counsel to the President or, perhaps to the U. S. Congress, is that advice best rendered as a group consensus or as an in-depth exploration of the inevitably conflicting ethical perspectives on a given issue? How should such a commission be constituted—with what sorts of individuals? And what is the nature of the expertise that they individually and collectively bring to the commission’s functions? RNA localization is a powerful strategy used by cells to localize proteins to subcellular domains and to control protein synthesis regionally. In germ cells, RNA targeting has profound implications for development, setting up polarities in genetic information that drive cell fate during embryogenesis. The frog oocyte offers a useful system for studying the mechanism of RNA localization. Here, we discuss critically the process of RNA localization during frog oogenesis. Three major pathways have been identified that are temporally and spatially separated (...) in oogenesis. Each pathway uses a different mechanism to effect RNA localization. In some cases, localization elements within the 3' untranslated region have been identified and have provided unique insights into the localization process. Social fears emerging in adolescence can have negative effects on emotional well-being. Yet the mechanisms by which these risks occur are unknown. One possibility is that associative learning results in fears to previously neutral social stimuli. Such conditioned responses may alter subsequent processing of social stimuli. We used a novel conditioning task to examine how associative processes influence social fear and attention orienting in adolescents. Neutral photographs were paired with socially rewarding or aversive stimuli during conditioning; a dot-probe task then (...) assessed biases in attention orienting. The social conditioning task modified subjective ratings of the neutral stimuli. Moreover, for the neutral stimulus that was paired with the aversive stimulus, the strength of conditioning showed a relationship with subsequent attentional vigilance. The findings elucidate mechanisms by which negative peer experiences during adolescence may affect emotional processing. (shrink)

Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

Identifying biomarkers of developing mental disorder is crucial to improving early identification and treatment—a key strategy for reducing the burden of mental disorders. Cross-frequency coupling between two different frequencies of neural oscillations is one such promising measure, believed to reflect synchronization between local and global networks in the brain. Specifically, in adults phase–amplitude coupling (PAC) has been shown to be involved in a range of cognitive processes, including working and long-term memory, attention, language, and fluid intelligence. Evidence suggests that increased (...) PAC mediates both temporary and lasting improvements in working memory elicited by transcranial direct-current stimulation and reductions in depressive symptoms after transcranial magnetic stimulation. Moreover, research has shown that abnormal patterns of PAC are associated with depression and schizophrenia in adults. PAC is believed to be closely related to cortico-cortico white matter (WM) microstructure, which is well established in the literature as a structural mechanism underlying mental health. Some cognitive findings have been replicated in adolescents and abnormal patterns of PAC have also been linked to ADHD in young people. However, currently most research has focused on cross-sectional adult samples. Whereas initial hypotheses suggested that PAC was a state-based measure due to an early focus on cognitive, task-based research, current evidence suggests that PAC has both state-based and stable components. Future longitudinal research focusing on PAC throughout adolescent development could further our understanding of the relationship between mental health and cognition and facilitate the development of new methods for the identification and treatment of youth mental health. The problem of non-being and intentionality has been among the topic subjects of Western philosophers from Parmenides to Quine. In medieval and post-medieval scholastics the issue was articulated mainly as ens rationis . The paper deals with the character and division of beings of reason in Francisco Suarez . An immanent critique of Suarez’s theory is given as well. The paper offers also a brief outline of the history of its later reception by Baroque authors.

Late in 1990, the Center for the Study of Ethics in the Professions at Illinois Institute of Technology (lIT) received a grant of more than $200,000 from the National Science Foundation to try a campus-wide approach to integrating professional ethics into its technical curriculum.! Enough has now been accomplished to draw some tentative conclusions. I am the grant's principal investigator. In this paper, I shall describe what we at lIT did, what we learned, and what others, especially philosophers, can learn (...) from us. This paper consists of commentaries about and the reprint of an autobiographical essay authored by Italian medium Eusapia Palladino and published in 1910. The details of the essay are discussed in terms of the writings of other individuals about the life and performances of the medium. The essay conveys a view of Palladino as a person who has suffered much in life and has a mission to help scientific research into mediumship. Typical of the positive emphasis in autobiographies in general, (...) the medium did not discuss negative aspects of her performances. Due to the fact that the essay appeared during Palladino's visit to New York City in which many authors branded her as a fraud, it may be speculated that the purpose of this autobiography was to elicit sympathy from the American public. While some of the statements that Palladino made about phenomena are consistent with the statements of other authors who have written about her, there are several statements that show alternate or incomplete versions of particular events in her life. The differences suggests that Palladino's essay and other discussions about the medium's life are not reliable when it comes to specific details and to biographical accuracy. (shrink)

Two basic answers have been given to the question whether proper names have meaning, the negative by Mill and later developed by Kripke and the affirmative by Frege and later developed by Searle. My aim is to integrate the two apparently irreconcilable theories by distinguishing the two aspects of the issue. I claim that, roughly speaking, whereas Kripke’s No Sense View provides a good answer to the question, “How are proper names linked to their referents?”, Searle’s Sense View provides a (...) good account of the issue “What do we do when we use a proper name?”. Furthermore, I claim that the speakers attend to the referent of the proper name both in virtue of Kripkean chain of communication and in virtue of Searlian occasion-relative sense. Ordinarily, the chain of communication and the Searlian sense yield the same result, i.e. lead to the same referent. In cases of conflict, which are very rare, my intuition sides with the former against the latter. It would seem, therefore, that the only necessary and sufficient condition for a successful reference with a proper name is the existence of the Kripkean chain which links it with its referent. Washington, D.C. President Obama's Presidential Commission for the Study of Bioethical Issues has just concluded its inaugural meeting, designed as a primer—the first of three that it plans to hold—on synthetic biology. As a topic for deliberation by a national bioethics commission, "synbio" is ideal. A cloud of (...) equipoise hangs over the practical implications of recent developments in this, the latest phase in the evolution of biotechnology—a seemingly genuine uncertainty about the need for additional mechanisms of oversight to mitigate potential risks to biosafety or biosecurity. Despite these concerns, its advocates and practitioners enthusiastically champion the prospect of eventual, perhaps significant benefits to be gained with progress in "synbio," including, for example, enhanced processes for the mass production of vaccines and biofuels. And yet like the advent of recombinant DNA technologies in the mid-1970s, synthetic biology has generated not only hope for benefits and concern for risks, but also questions variously described as "deep," "profound," "fundamental," and "philosophical": Is the capacity to synthesize novel, living entities yet another technological invitation to hubris on the part of humankind? Will that capacity alter the relationship between humankind and nature? How should we think about the moral status of living entities created de novo in the laboratory? Should we even care? How will wide-scale applications of synthetic biology tip the scales of social justice? And finally, the democratization of synthetic biology, the growth of DIY-BIO (do-it-yourself-biology) communities beyond the usual scientific arenas of academia and industry, has infused old questions about scientific freedom and responsibility with new complexities—all in the midst of an American public that is reportedly unaware and uneducated about this new chapter in the often triumphant, unsettling history of biotechnology.Thus, the topic of synthetic biology presents the new commission with several possibilities. It could very well make a substantial contribution to public policies responsive to both the current capabilities and the possible trajectories of [End Page 291] these emergent biotechnologies. The very fact that the President explicitly asked the Commission to take up the topic and report back to him (in six months) means that that potential is especially promising. It could, as well, delve into the "deeper" philosophical questions that "synbio" raises with the aim of bringing both depth and breadth to the tasks of critically analyzing and reflecting upon what currently is known and what, with regard to the future, can only be glimpsed of this amalgam of the life sciences, engineering, and other disciplines. The Commission could also set its sights on diminishing the apparent deficit in public understanding of these biotechnologies. And finally, with this topic as well as any others it takes up, the Commission, along with the administration that established it, could make an effort to reinvigorate public bioethics in the United States. At the very least, in the sobering light of experience with the President's Council on Bioethics, certain actions or behaviors could be avoided in the interests of preserving the integrity—the moral and political legitimacy—of the new commission. Theological study and teaching at Oxford prior to the First World War have been characterized as unambitious and lacking in critical rigour. In contrast to the constructive theological endeavours of biblical scholars at Cambridge or the bold revisionism of F.D. Maurice at King's College London, Oxford's theological teaching and research are perceived through the lens of E.B. Pusey and his High Church colleagues. Prior to the First World War, however, circumstances and personalities coincided to produce a radical set of proposals (...) from the Board of the Faculty of Theology under the leadership of Henry Scott Holland, Regius Professor of Divinity from 1910 until his death in 1918. Had Oxford's graduate legislative assembly, Convocation, not comprehensively rejected the reforms approved by the resident MAs, Oxford's Faculty might have been transformed into an influential centre of comparative religion. In this article, the prevailing accounts of Oxonian ‘narrowness’ are challenged through an account of this seminal moment in the history of the Faculty. Using correspondence from the Bodleian Library Special Collections, minutes and reports from the Oxford University Archives, pamphlet material and national, ecclesiastical, and University journals, the article seeks to identify the reasoning behind the proposed reforms and the significance of that reasoning for the history of modern theology in England. In so doing, it is suggested that the standard characterization of theological life at Oxford in the ‘long nineteenth century’ merits revision and further clarification. (shrink)

In spite of advances in medicine and public health, malaria and other mosquito‐borne diseases are on the rise worldwide. Although vaccines, genetically modified mosquitoes and safer insecticides are under development, herein we examine a promising new approach to malaria control through better repellents. Current repellents, usually based on DEET, inhibit host finding by impeding insect olfaction, but have significant drawbacks. We discuss how comparative genomics, using data from the Anopheles genome project, allows the rapid identification of members of three protein (...) classes critical to insect olfaction: odorant‐binding proteins, G‐protein‐coupled receptors, and odorant‐degrading enzymes. A rational design approach similar to that used by the pharmaceutical industry for drug development can then be applied to the development of products that interfere with mosquito olfaction. Such products have the potential to provide more complete, safer and longer lasting protection than conventional repellents, preventing disease transmission by interrupting the parasite life cycle. We examine the degree structure $\operatorname {\mathrm {\mathbf {ER}}}$ of equivalence relations on $\omega $ under computable reducibility. We examine when pairs of degrees have a least upper bound. In particular, we show that sufficiently incomparable pairs of degrees do not have a least upper bound but that some incomparable degrees do, and we characterize the degrees which have a least upper bound with every finite equivalence relation. We show that the natural classes of finite, light, and dark degrees are (...) definable in $\operatorname {\mathrm {\mathbf {ER}}}$. We show that every equivalence relation has continuum many self-full strong minimal covers, and that $\mathbf {d}\oplus \mathbf {\operatorname {\mathrm {\mathbf {Id}}}_1}$ needn’t be a strong minimal cover of a self-full degree $\mathbf {d}$. Finally, we show that the theory of the degree structure $\operatorname {\mathrm {\mathbf {ER}}}$ as well as the theories of the substructures of light degrees and of dark degrees are each computably isomorphic with second-order arithmetic. This rich and varied collection of essays addresses some of the most fundamental human questions through the lenses of philosophy, literature, religion, politics, and theology. Peter Augustine Lawler and Dale McConkey have fashioned an interdisciplinary consideration of such perennial and enduring issues as the relationship between nature and history, nature and grace, reason and revelation, classical philosophy and Christianity, modernity and postmodernity, repentance and self-limitation, and philosophy and politics.

Inducing religious thoughts increases prosocial behavior among strangers in anonymous contexts. These effects can be explained both by behavioral priming processes as well as by reputational mechanisms. We examine whether belief in moralizing supernatural agents supplies a case for what McKay & Dennett (M&D) call evolved misbelief, concluding that they might be more persuasively seen as an example of culturally evolved misbelief.

We provide a retrospective of 25 years of the International Conference on AI and Law, which was first held in 1987. Fifty papers have been selected from the thirteen conferences and each of them is described in a short subsection individually written by one of the 24 authors. These subsections attempt to place the paper discussed in the context of the development of AI and Law, while often offering some personal reactions and reflections. I argue that Plantinga’s Proper Function and Evolutionary arguments fail against liberal naturalism defined in a broad sense as the view that „there aren’t any supernatural beings”. The former argument can be interpreted in at least three ways: deductively, inductively and theistically. None of these, however, is successful. The latter argument suffers from several deficiencies of which two major ones are: The unlikelihood of the reliability of our cognitive faculties, given naturalism and evolutionism, is not shown. Agnosticism with respect to (...) the likelihood of our cognitive reliability is insufficient to establish the self-defeating character of naturalistic evolutionism, unless it is also shown that the belief in this reliability lacks an independent warrant. The Defining Issues Test 2 (DIT-2) and Engineering Ethical Reasoning Instrument (EERI) are designed to measure ethical reasoning of general (DIT-2) and engineering-student (EERI) populations. These tools—and the DIT-2 especially—have gained wide usage for assessing the ethical reasoning of undergraduate students. This paper reports on a research study in which the ethical reasoning of first-year undergraduate engineering students at multiple universities was assessed with both of these tools. In addition to these two instruments, students were also asked to create personal (...) concept maps of the phrase “ethical decision-making.” It was hypothesized that students whose instrument scores reflected more postconventional levels of moral development and more sophisticated ethical reasoning skills would likewise have richer, more detailed concept maps of ethical decision-making, reflecting their deeper levels of understanding of this topic and the complex of related concepts. In fact, there was no significant correlation between the instrument scores and concept map scoring, suggesting that the way first-year students _conceptualize_ ethical decision making does not predict the way they behave when _performing_ scenario-based ethical reasoning (perhaps more situated). This disparity indicates a need to more precisely quantify engineering ethical reasoning and decision making, if we wish to inform assessment outcomes using the results of such quantitative analyses. Trends in the history of social science dedicated to the study of crime and punishment are presented as a case study supporting F.A. Hayek's theory of social change. Designing effective social institutions and public policies first requires an accurate vision of how society operates. An accurate model of society further requires scientific methods uniquely suited for the study of human beings as purposeful agents and the study of human institutions as complex social phenomena. If guided by faulty methods, theories are (...) inaccurate and policy outcomes veer from their intentions. Hayek termed such outcomes "abuses of reason". Aiming to replicate the objectivity of physical sciences via formal modeling and statistical measurement, economists throughout the 20th century imposed an excessively technical vision of human decision-making. Policy failures and social problems resulted. This paper argues that the historical trends of applied social science dedicated to crime and punishment can be understood similarly. Formal modeling and statistical measurement continuously displaced methods more attuned to human intentionality and social complexity. In result, amidst a long-run history of intellectual and political change, US law enforcement and criminal punishment policies became technocratic, and outcomes became disjointed from their stated intentions to promote social order and welfare. One of the important questions discussed by philosophers of technology has to do with the moral significance of artefacts in human life. While many philosophers agree that artefacts do have moral significance attached to them, opinions vary as to how it is to be construed. In this paper we deal with the approach of the influential Dutch philosopher of technology Peter Paul Verbeek. He criticizes traditional ethical theories for assuming that whatever relevancy artefacts have for morality is entirely dependent on (...) human beings, since artefacts are mere passive instruments of human agency. In contrast, he develops a view of moral agency that includes artefacts and that ascribes moral agency to human-technology hybrids rather than to humans as such. The goal of this paper is to elucidate Verbeek’s account of moral agency and evaluate it. We also deal with his views on post phenomenology and mediation underlying this account. Although Michael Polanyi's model of science and his construal of the nature of the real are usually thought to be congenial to religion and although Polanyi himself says that “the stage on which we thus resume our full intellectual powers is borrowed from the Christian scheme of Fall and Redemption” (Polanyi 1958, 324), theologians have given little attention to the model of God he presents. The metaphysical and theological vision unfolded in part 4 of Personal Knowledge is a thoughtful alternative (...) to materialist versions of neo‐Darwinism and provides a platform for revisiting four long‐standing controversies at the interface of science and religion: whether life and mind can be completely specified in terms of physical analysis, whether nature can be adequately understood without appeal to final causes, whether natural selection adequately explains life's diverse forms, and whether knowledge can be fully objectified. Through an exploration of Polanyi's contribution to these discussions, we undertake to show not only that his treatment of God as a cosmic field is strikingly original but also that in reinstating activity as a metaphysical category, he reconstructs our understanding of our creaturely hope and calling. The German theologian and philosopher, Friedrich Daniel Ernst Schleiermacher, is important in hermeneutic history for at least two reasons. First, he initiated the transition of hermeneutics from rule‐governed interpretation in particular disciplines‐such as theology, law, and philology‐to a comprehensive analysis of human understanding as such. Second, he is not only the father of general hermeneutics, but also of modern theology. In developing his hermeneutic principles, Schleiermacher steers a middle path between the rationalist Enlightenment interpreters, and the historical‐critical philologists. Schleiermacher's hermeneutics tries to integrate the pre‐given ontological structures of language that shape an author's mind with the spiritual element. Every linguistic expression contains both the objective structural and subjective psychological aspects, which require the interpreter's corresponding grammatical (or comparative) and divinatory (or psychological) skills for determining meaning. This work presents results of improvement in the productivity of Arthrospira platensis in a company dedicated to its production. The six sigma methodology was applied in production processes that require the use of bioreactors. Starting from the analysis of the current state, aspects, physical and chemical variables that directly influence the productivity achieved were identified. Various culture media were tested and subsequently scaled for industrial production. In addition, the incorporation of carbon into the culture medium was controlled, optimizing the range (...) of potential hydrogen pH. The identified parameters were measured and six sigma methodology strategies were assigned. An improvement in productivity corresponding to 66% was verified with the same quality of final product. In Symbolic Logic (1932), C. I. Lewis developed five modal systems S1 − S5. S4 and S5 are so-called normal modal systems. Since Lewis and Langford’s pioneering work many other systems of this kind have been investigated, among them the 32 systems that can be generated by the five axioms T, D, B, 4 and 5. Lewis also discusses how his systems can be augmented by propositional quantifiers and how these augmented logics allow us to express some interesting ideas that (...) cannot be expressed in the corresponding quantifier-free logics. In this paper, I will develop 64 normal modal semantic tableau systems that can be extended by propositional quantifiers yielding 64 extended systems. All in all, we will investigate 128 different systems. I will show how these systems can be used to prove some interesting theorems and I will discuss Lewis’s so-called existence postulate and some of its consequences. Finally, I will prove that all normal modal systems are sound and complete and that all systems (including the extended systems) are sound with respect to their semantics. It is left as an open question whether or not the extended systems are complete. (shrink)
